The question is not simply how much money will flow to Holyrood, but where the levers of economic growth sit. Westminster controls much of the fiscal framework, corporation tax and key areas of policy affecting defence and offshore oil and gas, while Holyrood is responsible for public services, skills and significant elements of economic development. Scotland’s economic performance is therefore shaped by decisions taken at both levels of government.

Scotland needs a more productive economy, stronger public services and a managed transition to net zero, while facing tight public finances and persistent pressures on health, skills and workforce participation. The Scottish Government’s new Programme for Government recognises the connection, placing economic growth and public-service reform at the centre of its agenda. The Scottish Fiscal Commission has warned that the funding outlook for 2027-28 will be considerably more difficult, with the full picture only emerging after the UK Budget and December’s Scottish Budget.

That will inevitably raise the question of tax. The Scottish Parliament has the power to vary the rates, bands and thresholds applying to non-savings, non-dividend income, giving the SNP another lever if spending pressures intensify. Having already developed a more progressive six-band system, however, the Government has committed to a period of income-tax stability through this Parliament. A further increase could provide additional revenue, but could also sharpen concerns around Scotland’s relative tax position and its ability to attract and retain higher earners; conversely, a reduction could support disposable incomes and competitiveness but would put further pressure on the Budget. With the SNP having campaigned on a platform of maintaining public services and pursuing growth, income tax could therefore become one of the more politically consequential choices facing the new Government.

The significance of UK investment

Against that backdrop, the UK Government’s approach to investment becomes particularly significant. Defence provides a clear example, with £2.53 billion spent with Scottish industry in 2025/26, supporting 12,200 jobs, alongside a commitment to invest £26 billion over ten years in modernising the UK’s naval bases. The longer-term value of this investment will depend on whether major contracts strengthen Scottish supply chains, develop skills and encourage further business investment. The test is not simply the value of individual projects, but the wider economic capacity they create.

A similar tension can be seen in the North Sea. Oil and gas remains an important part of Scotland’s industrial economy, supporting jobs, investment and a substantial supply chain, while energy policy is increasingly focused on a managed transition. The UK Government has maintained its commitment not to issue new licenses to explore new oil and gas fields, while the Scottish Government has sought to balance the sector’s economic contribution with its climate objectives. The longer-term question is how the skills, businesses, infrastructure and engineering expertise developed through decades of North Sea activity can support the next generation of energy and industrial opportunities.

This also feeds into a wider debate about where economic decision-making should take place. Scottish Labour leader Michael Marra has argued that more control over skills and economic development should sit with Scotland’s regions rather than being concentrated at national level, reflecting the different strengths and needs of local economies. The Scottish Government has also committed to greater regional empowerment. The debate is particularly relevant to the different economic challenges facing Aberdeen and the north-east, the Clyde corridor, the central belt and Scotland’s rural and island economies, where the skills, infrastructure and investment required to support growth will not necessarily be the same.

The challenge ahead

For the Scottish Budget, the challenge is therefore not simply how much money is available, but how effectively it can be used to strengthen future productive capacity while meeting immediate pressures on public services. Investment in skills, infrastructure, prevention and reform may take years to generate economic or fiscal returns, while pressures on health, social security and local government are immediate. The result is a difficult balance between meeting current demand and investing in the conditions that could support a healthier, more productive and more economically active population.

The Scottish Government has already embarked on significant structural reform, including plans to replace the existing 14 territorial NHS boards with two strategic boards and wider changes across public bodies and local governance. The Government argues that these reforms will improve efficiency and service delivery, although questions remain over implementation, timescales and the scale of any financial savings. More broadly, public-service reform cannot be separated from economic policy, since improving health, workforce participation, skills and public-sector effectiveness is also part of building a stronger economy and broader tax base.

The UK Budget will therefore matter to Scotland for more than the size of the eventual settlement. Westminster decisions on spending and investment will influence the resources available to Holyrood and the prospects for sectors such as defence and energy, while decisions in Scotland will shape whether those opportunities translate into stronger supply chains, skills and productivity. For the SNP, the resulting choices will extend beyond how to allocate a constrained Budget: whether to maintain its current approach to income tax, raise additional revenue or consider reductions will each carry different fiscal and political consequences.

The underlying challenge for both governments is how to manage immediate pressures without losing sight of the longer-term changes needed to strengthen Scotland’s economic capacity and sustain its public services. How Scotland’s businesses react will be crucial, so it’s vital that companies seeking government investment make their case now.
